You come out with a concept. You reorg. You train for it. You test it out. And you can bet you will find things wrong. You fix it. You retrain. Add to that, you will also get new ideas from the Colonels, Captains, Majors, down to Corporals who all have their own little ideas on how things should be run. During the reorg phase, you can bet that there is alot of shake down before anything is settled.Having been through 3 reorgs, I can tell you that it is confusing, contradictory, frustrating, maddening, idiotic. Thus, when anyone says that any army is going to come out of a reorg exactly the way they had planned, I say they're writing fiction.
