because if things get too bad the masses can cause unrest, which the elites do not benefit from, and manipulating public opinion can only go so far. The French Revolution is an example.

Unless one is a giant, keeping out of sight or at least downplaying Chinese accomplishments as much as possible is the way to go. China is, as you agreed, not a giant yet and has a very limited means to respond to a US attack. It's not good to be hated when one is not yet a giant.
