Historical precedent - the conflicts with the Japanese, Dutch, and Portuguese as well as internal conflicts with Ming loyalists - demonstrated the need for a strong navy, yet this was largely ignored in early 19th-century China. BTW many Chinese voluntarily supported the British during BOTH opium wars, google "coolie corps" if you don't believe me.
