Any accident during training is not acceptable, however, it comes with the territory of training.
Even the seasoned and "heavily" trained US military experienced accidents on a regular basis:
Nov 2017 - Grumman C-2 Greyhound of the US Navy crashed in the Philippine Sea with 3 missing, presumed dead. 8 survived.
July 2017 - KC-130 crashed in Mississippi killing 16 on board.

I am not sure "where" the 1st and 2nd source Chan referenced came from, are they from the PLA or the west?

We really do not know whether it was "imperfect" aircraft or "imperfect" training, but if it is imperfect aircraft, then air force should try to rectify it.
As far as I am aware of, the Boeing V-22 osprey has to be high on the list of accidents and still happening on a regular basis especially the ones stationed in Okinawa.
