This Times of India reporter is quite accurate in his quote of Chinese progress, I assume he'd be more accurate when he is quoting the Indian sources.Sources say the long-delayed 40,000-tonne indigenous aircraft carrier (IAC-I) or INS Vikrant, being built at Cochin Shipyard, is likely to begin sea trials only by October 2020 now. It will become fully-operational, with its aviation complex and long-range surface-to-air missiles, only by 2023 at the earliest. Sanctioned by the government way back in January 2003, INS Vikrant will now cost Rs 19,341 crore.
Launch of Vikrant in 2013, construction is largely incomplete.
Five years later, Vikrant is still undergoing construction in the port as of Apr 2018.
Launch of CV-17 in Apr 2017, construction is quite complete.
A year later it goes on sea trial.
