partly because they believe there’s no community spread, but more likely because the government think a test cost 5,000 rupees ($67) each is not worth it. May be they think most of the tests would come back negative anyway, why waste money. If they think $67 is expensive, they haven’t factored in the treatment cost of the severe cases when outbreak occurs. By then the government is more likely to give up treatments, especially to the poor and/or elderly. Even then they may still won’t test and sweep these people under the rug of common flu death.
