If 15 minutes allow it to get from NY to coast off Cote d'Ivoire, it's speed is 36,000 kmph, or more than 10 kmps, it can circle the Earth in less than an hour, the window of hitting NY is less than one second even assuming NY is perfectly under its orbital path.Besides it's not the first launch, all previous launches presumed taken the same approach. So how can it be the first time in 30 years? Thirdly, it may appear large, but it's just a large empty fuel container once the fuel were burnt up. And re-entry at over 10 kmps, it'd disintegrate. The thin wall would mostly burnt up, the engines would be no different from re-entry of ordinary satellites.
