IMO, despite the swift lock down, they've made a few mistakes. The first mistake is their poorly planned lockdown is more show than substance, resulting in the second mistake, triggering the exodus of the migrant workers. The third mistake is cancellation of affordable test kit ordered from Chinese company on baseless ground, resulting in under testing. Because of these mistakes, Modi's lockdown is only able to slow down the spread, it couldn't stave off the spread. If they end their lock-down in four more days time, when the epidemic is still on the upward trend, they will be making their next mistake.

In comparison, China performed exhaustive tests. In this week, Wuhan is undergoing a complete retest of the whole population in the city, conducting 10 million tests in 10 days, contrast this with only 2 million test in entire India in the four months from Feb to May. When Wuhan enter lock-down , no one is allowed to leave or enter without special reason. And the lockdown only ends after consecutive days of zero new cases.
