That's why they are called "subcritical", because they don't reach criticality so there is no actual nuclear explosion. China, Russia, and the US have all been openly carrying out subcritical tests for a long time because they are technically not nuclear tests. The problem is that the US said it wants to carry out actual nuclear tests.
