I read the soviet figures range from 9% to 22% of GDP, 15% is a a good estimate. According to SIPRI, chinese figure is about 1.9%(yanks@3.5%, hindus@2.4%..... );Official PRC figure if I remember right is about 1.2%(which I suspect didn't include the R&D part). And unlike USSR, china doesn't need to maintain a huge tank force; the only tank war-theatre is probably N korea if KIM can't hold on. Money saved could be spent on other things; The demise of USSR actually helped china to gradually divert resources from army to navy and airforce
