Frankly, I doubt Rabiya is the leader and mastermind of the terror attack, she is more like the spokesman. She probably has ties with the terrorists, but I doubt she participated in the attack. One thing about the muslims, the more radical they are, the less likely they want to be led by woman.
Another thing about Hu-Wen administration. I don't think it is fair to judge them based on current geopolitical situation. Hu-Wen has different circumstances. The US wasn't yet that antagonistic against China, and the tactics the US used against China was still restraint by mutual assured destruction in economics and international cooperation. China itself was in the midst of military build up, still far from enough to challenge the US. Xi inherited the military strength that was built under Hu-Wen and continue the military build up that is at least enough to make the US think twice before attacking China today. Xi also faced different kind of US president, the lunatic one that didn't care about MAD in economics. So Xi has to be tough. Besides, if Hu-Wen was lame duck administration, it wasn't their fault entirely. Remember how long Jiang Zemin kept his leash on the military? Hu-Wen didn't do the same with Xi when their time was up. I think we need to give them some credit for that.
