The 921/CZ-5DY that launched manned spacecraft to LEO is without the boosters. With boosters it launched the manned missions to LTO. Apparently they're aiming for reusability, it may explain the slip in time from 2025 to around 2026. But I wonder can they make it before 2028 to 2030?
