First, what altitude constitutes an airspace violation? Nations don't shoot down each others spy satellites, but balloons don't fly nearly as high. Second, there has been talk for many years of using stratosphere balloons to provide global internet coverage; can a nation declare these to be unwanted airspace violations and shoot them down if one of them strays over its territory? What would Google or Starlink do in this case?
