IMHO, Chinese gov should just nationalize them at the expense of the stockholders and bond holders, and then inject cash to finish the property that are already sold while auctioning those that haven't been sold. Those that can't be sold after auction could be turned into subsidized public housing rental. Once the companies become healthy again, privatize them. Of course any previous illegal wrong doing committed by management need to be brought to justice, but that is a separate matter.
