First, although the PLA has practiced setting up prefabricated floating docks (and probably can do this faster/better than the US military will in Gaza) the beaches suitable for building these are also limited in number, are known to everyone, and would be obvious targets once the war starts. Second, the civilian transports do not have the defences or crew training of PLAN ships and would have to quickly take on cargo and personnel at staging areas, any such atypical movements would be noticed by the US pretty quickly. Third, I specifically made mention of ships with well decks, this is going to be in short supply in the case of STUFT. And it WILL require the seizure of a beachhead before any civilian sealift can take place.
